Observations/Finding
At the request of the client’s representative, our AS ENGINEERING AND CONSULTING, LLC (ASEC) representative, Amin Azimi visited the job site to observe the contractor’s work activities from a quality standpoint to verify compliance with project drawings/specifications, applicable codes, and materials submittals and conducted QC testing per the project drawings and specifications. The following observations were made during our evaluation:
The placement of fill soil for Lot #7, Lot #8 and Lot #9, and excavation of footing for retaining wall B continued this day,
At the time of arrival our representative observed work was in progress with 1-foot lift being paced and compacted using a 15-ton seep foot compactor.
Density tests result indicate that the compacted material did not meet the project requirement of 95% of the maximum dry density obtain by a standard proctor. These areas were also probed using a 3/8″ diameter probe rod. Probing indicated that these compacted areas were stable.
In addition, an assessment of the footing excavations for retaining wall B was performed. The assessment includes excavation dimensions, depth, cleanliness, and the results of soil testing using a hand auger, Dynamic Cone Penetrometer (ASTM STP-399), and general probing tests.
The footing excavations were noted to be in general accordance with the project drawings with respect to size and depth.
Additionally, it was observed that the footing excavations were generally free of loose soil, debris, and water.
Dynamic Cone Penetrometer (ASTM STP-399) results at the test locations displayed soils capable of supporting a net allowable bearing pressure of 2000 psf.
General probing using a 3/8″ diameter probe rod found surficial soils in the base of the footing to be suitable for concrete placement with the exception of the footing between STA 2+38.06 to STA 2+94.02 which was found to be soft and to not meet a net allowable bearing pressure of 2000 psf. it was recommended to undercut this section approximately 1 foot to remove soft materials and replace with No. 57 stone, suitable compacted soil or lean concrete.

- Footing subgrade conditions should remain dry and free of loose soils/debris prior to concrete placement. If exposed to inclement weather, the foundation subgrade should be re-observed by ASEC,
