Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day:

Location:
Lots 4 and 5, West Over Residential Development

Objective:
To observe ongoing excavation work and compaction correction efforts, following a failed compaction test, as requested.


Site Observations:

  • Compaction Issues:
    • Due to a failed compaction test, the soil was required to be removed to an unknown depth and re-compact.
  • Excavation and Stockpiling:
    • Upon arrival, it was observed that the topsoil had been removed the previous day.
    • Soil was actively being excavated and stockpiled on-site (see attached photos).
  • Weather Concerns:
    • A recommendation was made to Vincent, the foreman at Weaver Grading, to stop excavation due to concerns about the exposed subgrade and the potential for rain over the next three days.
    • Despite the recommendation, Weaver Grading continued with the excavation.
  • Excavation Status:
    • A section between Lots 4 and 5 were excavated down to the curb elevation by the time of observation.
  • Weather Impact:
    • Heavy rain began at 1:15 PM, saturating the exposed subgrade.
    • Excavation work was halted at 1:15 PM due to the rain.

Conclusion:
Excavation continued despite concerns regarding potential rain and exposed subgrade. Heavy rain at 1:15 PM led to saturated conditions and forced the cessation of work. Further action may be required to assess the condition of the subgrade following the rain event.
